Board meeting minutes of July 15, 2013
Present: Chairman Monn, Supervisors Bob Anderson and Steve Nielsen, Maintenance Kevin Finder, Clerk-Treasurer Valerie Windsor, and townspeople (see sign in sheet)
Chairman Monn called the meeting to order at 7pm at the Stanton Town Shop, Knapp, WI
Motion to approve June minutes as mailed was made by R. Monn, 2nd by B. Anderson. Approved.
Treasurers Report: Balance on hand as of June 1, 2013 $17,121.93
Total June Receipts $14,413.53
Less June Disbursements $18,044.32
Book Balance as of June 30, 2013 $13,491.14
Motion to approve Treasurers Report as mailed was made by R. Monn, 2nd by S. Nielsen. Approved.
Motion to approve Vouchers and Checks was made by R. Monn, 2nd by B. Anderson. Approved.
Maintenance Report: Scott Construction wants to start to seal coat and the crack filling isn’t done. Kevin called Lakes and is waiting to hear back from them.
180th Street – Lee Jacobson is going to use a field driveway, Kevin checked it all out for sight distance.
Chairman Report: Sink hole that follows the water line in the shop parking area; Kevin will do some checking and contact H&H Plumbing and see if they can test it.
Due to the contract we just made with Advanced Disposal and it being less per year, Rich suggested we lower the bag fee back to $1 per bag. We will wait until November budget hearing and see how things are going for bag sales.
Rich will also call Advanced Disposal to see about the dumpsters they brought us. There aren’t any doors in the back and they are too tall to lift the top.
Supervisors Report: Bob has a call in to the Humane Officer (Dunn County); he isn’t present at the meeting, so this will be tabled until he is able to be here.
Clerk-Treasurer Report: 2014 WRS Contribution rate is increasing 0.7%.
Next month we need to get Owen Assessing Contract for 2014-2016.
Suggestion was made by Rich that we bid the assessor contract out which we will open at the September meeting.
Committee Reports: Jack Clark (acting Chairman for PC) got a copy of the new zoning ordinance chapter 1 & 2; they will pass those out at the next PC meeting. Bob Anderson stated he is healthy and ready to act as chairman of the PC; Jack will be busy with moving out of state.
Fire/Ambulance – they have gotten a few holdups with the Ambulance building, this has been pushed back about 4 months.
Fireworks Permit: This is a permit that we can give out to residents for free so they are legal in shooting off “approved” fireworks. We can have this permit available on Saturdays when the recycle attendant is here. Bob will work on the permit and will have it ready for the next meeting.
Pit (790th Ave)permit extension – Rich talked with all the residents surrounding the pit to discuss any issues they may have. Glen Johnson (Total Excavating) has also gone around and talked with these residents to see about any issues they may have as well as given out his phone number in case any issues arise.
Jerry Thatcher asked Glen to get the drivers to slow down a little and to also tarp the trucks.
Glen is asking that we extend the road use permit until December 31, 2014 as the weather hasn’t been cooperating.
Questions were asked of Total Excavating on what kinds of materials are being tested/ hauled, what kinds of permits/approvals come from the county or DNR, dust control, air quality monitoring.
Bob asked the residents here if they would rather have more trucks running to get the timeframe shorter or fewer trucks and let them run through 2014. Glen stated it would take a substantial amount of trucks to get it all out by the end of this year; he would have to take time and calculate it to let us know exactly how many trucks. Jeff Thatcher would like it over as soon as possible. The other property owners told Rich via phone they didn’t have any opinion either way.
Resident Bob Smith would like the town board to take a more proactive approach in the health and welfare of the residents of the Town of Stanton instead of just pointing to the county and state. It was reminded that we are under county zoning. Bob Smith would like to see us have stricter ordinances to help control some of the issues stated above.
The Town of Stanton HAS NO AUTHORITY on these issues, only on the roads. This is the reason the board continues to point to the county and DNR, as they are the authority.
Due to the majority of surrounding residents not having an opinion, motion was made that we grant Total Excavating the road use permit until December 31, 2014 by B. Anderson, 2nd by S. Nielson. Approved.

Plan Commission minutes
Town of Stanton Plan Commission Minutes: July 23, 2013
Acting chairman Jack Clark called the meeting to order at 7:00pm. Members present : Bob Anderson, Cheryl Hoffman, Joel Wittenmyer, Pat Smith. Others present: Josh Edhlund, Jim Michalski, Matt Wysocki. Minutes of the June meeting were approved. Clark/Smith. Jack then turned the meeting over to Bob Anderson. Bob asked Matt Wysocki, not a member of the community, if he had any specific questions for the Plan Commission. He did not.
Bob stated that he had talked with a number people about serving on the Plan Commission when Jack leaves. Josh Edhlund is one of those interested and present at the meeting.
Smith distributed a draft copy of the Regulation of Business ordinance incorporating changes discussed up to this point. Smith also provided a draft of some information that could be included on an application for a home-based business and an application for other business/commercial activity in the township. Bob indicated that the township does not have a citation ordinance at this time. Discussion followed as to how the ordinance would be enforced and how the township would handle the application process. Bob will contact Terry Dunst regarding these issues.
Updating the Comprehensive Plan was the next topic of discussion. Surveys and open houses could be used to get public input. Bob will contact Cleo at Dunn County Zoning for a copy of our map. He will also find out how the map is updated by the Zoning Administrator.
Two possible options for updating the Comprehensive Plan and the land use map were discussed: the process could be done now all at once OR we could leave everything as it is and wait until there is a rezone request. The latter option is based on the assumption that citizens are OK with current land use in the township. Bob will check with Cleo and Bob Colson on these issues. The process and timing of the update are important. Dunn County plans to have a final vote on the Zoning Ordinance in October. We will have one year from that date (or whenever the vote is taken) to decide if we want to say with county zoning. The option of the township staying with county zoning could be a referendum issue at the time of the 2014 spring election.
Discussion of the draft of theDunn County Comprehensive Zoning Ordinance focused on the need for plan commission members to become familiar with the ordinance and how it affects the Town of Stanton. Supplemental conditions for the ordinance are not yet available.
Matt Wysocki asked about sand mining in the township and how the vote to adopt county zoning was influenced by the mining issue.
Cheryl Hoffman noted she had a positive experience with the county regarding a building permit.
