Board Meeting minutes of February 21, 2017

Chairman Monn called the meeting to order at 7pm at the Stanton Town Shop, Knapp, WI.

Present:  Chairman Monn, Supervisors Steve Nielsen and Melissa Schutz, Maintenance Kevin Finder, Clerk-Treasurer Valerie Windsor and townsperson Pete Krizan

Motion to approve the January minutes as mailed was made by R. Monn, 2nd by M. Schutz.  Approved.

Treasurer’s Report:             Balance on hand, January 1, 2017                     $104,726.25

                                                January Receipts                                                  $472,428.86

                                                Total                                                                       $571,155.11

                                                Less January Disbursements                              $486,875.38

                                                Book Balance as of January 31, 2017                 $90,279.73

Motion to approve Treasurer’s Report as mailed was made by R. Monn, 2nd by S. Nielsen.  Approved.

Motion to approve Vouchers and Checks was made by R. Monn, 2nd by S. Nielsen.  Approved.

Maintenance Report:  Road bans went up today. 

Truck has been at Irvington since last Monday, hopefully they’ve gotten things figured out and Kevin will be calling to see if it’s done tomorrow.  Kevin will let them know he has to have it, fixed or not, by this coming Thursday because of the snow coming.

 Paul Zimmerman called, his residence is in our township but is very hard to find because of having to go off of an easement.  Kevin will get a sign made from the County to place on “K” to give direction to Zimmerman’s place.

Dunn County will do the PASER

Chairman Report:  None

Supervisor Reports:  Some discussion with the sand from the shop.

Melissa got a hold of the website host.  They will give the website an update and will make it mobile friendly along with making things easier to manage at no charge.  Consensus of the board was to give the web host the “go ahead” to refresh.

Clerk-Treasurer Report:  None

Committee Reports:   Plan Commission will have the public hearing on March 13th for the Comprehensive Plan.

Some discussion on the Boyceville Fire Department.

New Business:  Pete Krizan would like to have a one- time exception to parcel off 4.796 acres from his 40 acres.  He had copies of a certified survey map and documents by the surveyor. Motion to give Pete this exception was made by R. Monn, 2nd by S. Nielsen.  Approved.

Map Amendment by Dunn County.  Michelle Siegel, zoning department is here to discuss a couple zoning issues.  There are a few parcels within the township that were not zoned with surrounding parcels whether or not it was the same zone, due to a glitch in their system.  They are looking for a motion to say that we could like the parcels in question to be zoned the same (General Ag). This will not change any kind of land use.  The board sees no problems with having the parcels be zoned as General Ag like the surrounding parcels.  This motion was made by R. Monn, 2nd by S. Nielsen.  Approved.

Board Meeting minutes of March 20, 2017

Chairman Monn called the meeting to order at 7pm at the Stanton Town Shop, Knapp, WI.

Present:  Chairman Monn, Supervisors Steve Nielsen and Melissa Schutz, Maintenance Kevin Finder, Clerk-Treasurer Valerie Windsor

Motion to approve February minutes as mailed was made by R. Monn, 2nd by S, Nielsen. Approved.

Treasurer’s Report:  Balance on hand, February 1, 2017             $104,726.25

Maintenance Report:  Kevin found someone from Knapp filled one of our dumpsters part way with garbage, not in township bags.  He will try to get ahold of her, otherwise call the sheriff.

Truck has been in and out of shops, is back now and started ok this morning, hopefully it is fixed now.  We will continue to take the truck to Irvington for mechanical issues.  If it is an electrical issue we will have to take it to the dealer in Eau Claire.

Road Inspection is tentatively set for Thursday, April 20th.  Meet at the shop at 8am.

Chairman Report:  Consensus of the board was that we will be purchasing memorial flower arrangements for families, past or present, for those who have worked for the board/committee in some capacity.

Supervisor Reports:  Website host will hopefully start working on the site soon.

Clerk-Treasurer Report:  Open Book is scheduled for Thursday, May 11th 5pm-7pm and Board of Review, 7pm-9pm.

Spring election is Tuesday, April 4th

Public Comment:  None

Committee Reports:  Plan Commission met last Monday, few showed, not much public comment.    Motion was made to approve the Comprehensive Plan as presented by the Plan Commission was made by M. Schutz, 2nd by S. Nielsen.  Approved.

Ambulance District is looking at purchasing a new ambulance.  They will have a model at the station to look at on April 6th.  They could possibly use the old ambulance for extra supplies and things needed on various runs.

They are looking at possibly relocating the heli pad at the Boyceville Airport.  More information to come at a later date.

Board Meeting minutes of January 16, 2017

Chairman Monn called the meeting to order at 7pm at the Stanton Town Shop, Knapp, WI.

Present:  Chairman Monn, Supervisors Melissa Schutz and Steve Nielsen, Maintenance Kevin Finder, Clerk-Treasurer Valerie Windsor and townspeople Bob and Candy Anderson

Motion to approve minutes as mailed was made by R. Monn, 2nd by M. Schutz. Approved.

Treasurer’s Report:       Balance on hand, December 1, 2016                         $94,643.94

Maintenance Report:  Miners Safety Class on March 2nd. Village of Knapp is having troubles with their truck so they asked if we could be a back up if needed.  Board agreed it would be a good idea.

Problems with our truck again, Kevin will be taking it in within the next few days.

Dunn County is out of salt/sand  but will be getting it in soon.  Either Kevin or Davis Bros will be hauling that when it comes in.

Chairman Report:  Rich thanked Kevin for all his hard work during the Christmas season as he didn’t get much time off.

Supervisor Reports:  Melissa reached out again to our web host company.  They still haven’t returned her calls/emails, we will see where we are at the next meeting.  Melissa and Val will check into some other options for the February meeting.

Clerk-Treasurer Report:  Election on February 21st is for State Superintendant only. 

Committee Reports:  Fire/Ambulance-They passed the motion for 5 Bugles to do the design of the building.

Radon Kits are still available at the Boyceville Ambulance Station.

New Business:  Plan Commission – Comprehensive Plan.  Rich commented he thought it was well written.  Some discussion on the wording of things.  Plan Commission members will discuss these items at their January 23rd meeting.  They will have the “Draft” copy available for residents to read, along with surrounding townships and school districts.

Motion was made to approve the Land Use Comprehensive Plan, with the discussed revisions, by R. Monn, 2nd by S. Nielsen.  Approved.

Caucus – Election on April 4th.

Chairman - Kevin nominated Rich Monn, 2nd by Candy Anderson.  Hearing no other nominations, chairman nominations are closed.

Superivors- Candy Anderson nomintated Bob Anderson, 2nd by R. Monn.  Bob Anderson nominated Melissa Schutz , 2nd by S. Nielsen.  Kevin Finder nominated Steve Nielsen, 2nd by Rich Monn.  Hearing no other nominations, supervisor nominations are closed.

Public Comment:  Thanks to Kevin for keeping the roads so well maintained.

Motion to adjourn meeting was made by R. Monn, 2nd by S. Nielsen.  Approved.
